Your allotment is sure. Shortly bonds credit on your account. REC is good govt. company dealing in bonds with good track record.
As per rule they credit bond on your account within specific time list to exchange. Current condition not good for listing.

Now No premium on this bond. Listing rate around 975 to 1005, that why allotment & listing is late.
The 15-year HUDCO bond is trading currently at Rs 965, 4 percent below its issue price of Rs 1,000
The market for tax-free bonds will now be limited to the super rich and
retail investors, while insurance firms and mutual funds may stay off
because they are not taxed on the interest income or coupon of the debt
they buy.

Technically allotment done but not announce waiting for change in market condition positive for allotment listing. If they market condition good with in one day declared allotment & Listing date immediate.
May be list this issue First week of April (Financial New Year).

May be month end because current market condition is not good for Bonds that why REC Bonds was not in hurry.
